If you have an Apple account and unable to sign in or recover your account as you don’t have access to your phone number and have activated the two-step verification. The following may be the cases which don’t let you log into your account:

You don’t use your number anymore that has been associated with your Apple account.
You are unable to access the phone number the moment you wish to recover your account.

You need not freak out as the following solutions will help you to recover your account without phone number when you have activated the two-step verification:

You need to have at least two of the following to recover your account:

The password of your Apple ID
Make sure that you can access one of the trusted devices.
Recovery Key

In case, you have forgotten your Apple ID password:

Log into iforgot.apple.com and reset your password.
All you need to do is you need to provide your Recovery Key.
Just make sure you have access to one of your trusted devices, because, you will get a temporary verification code on one of your trusted devices.

Just make sure you have your Recovery Key and Apple ID password so that you can sign into your account and also, you can add a new trusted device or phone number to your account.

The account also gives the option to remove any of the devices that you have lost or sold:

Open your browser and go to Apple ID account page.
You need to enter your Apple ID and password.
You will get the screen “Verify Your Identity”, here, you need to select "Can’t access your trusted devices?"
A pop-up window will appear, here, you need to enter your Recovery Key.
You will be directed to the Security section
Click on Edit.
